[edit] SANORD (Southern African-Nordic Centre) Newsletter
Welcome to the first SANORD newsletter. We would like to keep it simple, reader friendly and accessible for all readers. Our target group includes academics, students and administrators at our member institutions, not excluding any other interested colleagues, and embassies, ministries, civil society organizations and others with an interest in SANORD. We would like to keep you informed of the latest happenings in the organisation and in our 22 member institutions. In this edition we focus on SANORD events, activities in the Central Office, new members and information about funding application. We also refer to the useful 2009 SARUA handbook and include news clippings about institutions in the Southern Region. We welcome similar news from our Nordic institutions.
The SANORD Central Office hopes to circulate the newsletter at least once every three months depending on the volume of content that member institutions submit. We sincerely hope that the content of this newsletter provides you with valuable information. If you have any SANORD related information you would like to share, for example a published paper or book, a scholarly or institutional achievement, funding opportunities, a need to expand your research network, then please forward the information (not more than 100 words with hyperlinks where needed) to Leolyn Jackson ljackson@uwc.ac.za at our Central Office. VLink: Robust Internet Access for Villages Rural areas in developing regions often have poor access to information. Although traditional channels such as radio and TV have broad coverage, they do not provide one-to-one communication, which is necessary for conducting transactions, providing customized training, and medical consultation. Several approaches to rural communication have been attempted in the past, including dial-up telephony, VSAT terminals, long-range wireless, and cellular telephony. Each of these approaches has its pros and cons, but all of them are either unreliable or unaffordable in rural contexts. Our approach, instead, is to rely on two nearly-ubiquitous technologies: USB memory keys and SMS. USB memory keys are an amazing technology. They are cheap, widely available, and have no moving parts. They can carry gigabytes of information and be easily carried from place to place. They can even be mailed in the postal system. These features make them ideal for data communication in developing countries. Unfortunately, USB keys have their problems as well. Keys can be lost and, if they are not protected, their contents can be read. Keys cannot be conveniently shared amongst multiple users. Moreover, if used to transfer data from one PC to another, the sending PC has no way to learn that a file has been successfully received. For these reasons, USB keys are used to transfer data between PCs in an ad hoc manner, relying on users to track transfers and ensure confidentiality.
In recent work, our team has found a way to overcome these problems. After installation of our *free, open-source* software on two PCs running Windows XP Pro, simply carrying a key from one to the other from time to time establishes a secure communication link. This link can be used by an otherwise unconnected PC to access the Internet, for example to send and receive email. With our solution, a user at a village far from the Internet can still send and receive email using standard email providers such as Gmail, Yahoo, and Hotmail. To make our solution secure, the keys carry encrypted data readable only by the intended recipient. This allows a single key to be shared by many users. Moreover, even if a key is lost, no data can be read.
Besides the use of USB keys for communication, a technology we call 'KeyLink,' our solution provides two other robust communication technologies. With SMSLink, a cellphone attached to each of the communicating PCs allows SMS messages to be exchanged between them.
Our software allows email to be sent on this connection for short, urgent messages. Users do not need to worry about their email fitting into 140 characters or about lost messages: SMSLink takes care of these details automatically.
In many cases, rural kiosks are often connected to towns and cities over unreliable dialup links. Our TCPLink software allows robust communication over such links. Our software automatically re- establishes connections whenever a dialup connection is restored.
Moreover, all data sent over TCPLink can be optionally encrypted, making it even more secure.
Finally, VLink continues to work despite power outages or computer failures by storing all data and program state in a database.

- E-business adoption towards creating better stakeholders’ values in any business organization should begin with corporate home pages, which is equivalent of the online identity of the physical firm. By taking two snapshot pictures of corporate homepages, one in 2005 and another in 2007, this article analyses e-business adoption levels in fifteen publicly-listed Indian firms of three different sizes and five sectors from four external stakeholders (customers, suppliers/alliances, shareholders, and society/community) perspectives. The authors also measure overall e-business readiness levels from four stakeholders’ perspectives in 2005 and 2007 and analyze the adoption as per stages of growth model.

It is organised by Research ICT Africa in association with the Management Programme in Infrastructure Reform and Regulation, University of Cape Town, Graduate School of Business and supported by the International Development Research Centre of Canada (IDRC).
The launch and first conference of CPRafrica Communication Policy Research (Africa) intends to encourage intellectual endeavour and research in the area of ICT policy and regulation in Africa through the creation of a forum in which African academics and researchers can engage on and profile their research and contribute to global debates from an African perspective. The overall objective is to nurture policy intellectuals capable of informed and effective intervention in ICT policy and regulatory processes in specific country contexts.
Abstracts for papers on ICT policy and regulation research carried out in Africa or relevant to Africa may be submitted for review and acceptance. [edit] New internet course - GLOBAL MEDIA SYSTEMS AND TRENDS
An internet based course for credit or non- credit is being offered by the University of Missouri St.Louis this fall. The 16 week course is on the topic of GLOBAL MEDIA SYSTEMS AND TRENDS. It covers transnational media conglomerates and their impact on culture, language, and society. UNESCO, CNN, BBC, Euronews,WSIS, ICANN, Al Jazeera, and the internet are discussed in detail. The textbook is Global Communication: Theories, Stakeholders, and Trends (Blackwell Publishers) by Tom McPhail who also teaches the course. There is a series of 1 hour weekly video lectures by McPhail plus a series of web based activities. Students from anywhere in the world--with internet access-- may enroll.
