IPID 4th Annual Conference 2009 11th -12 th September 2009
Call for Papers and Themes
The 2009 Annual Conference of the International Network for Postgraduate Students in the Area of ICT4D will be held at Royal Holloway, University of London on 11th and 12th September 2009, hosted by the ICT4D Collective and UNESCO Chair in ICT4D (http://www.ict4d.org.uk).
Conference Format In line with previous IPID events, the conference is intended to be informal. Its main purpose is twofold: To let postgraduate students present short papers about their research in a supportive environment where they can gain positive feedback from other participants; and To provide an opportunity to discuss key themes of interest to ICT4D postgraduates. The conference organisers would be pleased to hear from potential participants about the themes they would like to have discussed. Paper presentations and themed discussions In order to maximise the number of presentations, each will be limited to a maximum of 15 minutes including questions. If more than 32 offers of papers are received, we will run parallel sessions.
It is envisaged that there will be 8 themed discussions on aspects of ICT4D research practice. These will run in parallel, so that smaller group interaction will be possible. Suggested themes include: Managing your supervisor Being multidisciplinary Combining theory and practice Writing ICT4D Working in partnership We welcome other suggested topics for themed discussion.

Travel and Accommodation The conference will be held at the splendid Royal Holloway, University of London campus, which is situated only 15 minutes from London’s Heathrow Airport, and 40 minutes by train from central London. Limited bed and breakfast accommodation in the Founder’s Building in single rooms with shared facilities is available on campus (at £28.70 a head B&B). Delegates preferring to make their own arrangements can avail themselves of a range of local bed and breakfast establishments and more expensive hotels in the vicinity.
Sponsorship Participants affiliated with a Swedish University can apply for funding to gudrun.wicander@kau.se in support of their attendance. Application for funding closes at 15th of July. All applications are dealt with on a “first come, first served-basis”.
Workshop Team Members of the ICT4D Collective with prime responsibility for delivering the conference will be Tim Unwin and Uduak Okon. Other colleagues involved in managing the event will be David Hollow, Ugo Vallauri and Win Tun. Gudrun Wicander, Annika Andersson, Mathias Hatakka, Ismael Peña-López and Marcus Duveskog from IPID will also be assisting with the conference preparations.

- Research workshop at Örebro University, Sweden
IPID arranged a research workshop at Örebro University on June 8-9. Fifteen IPID members, representing seven different countries, attended for two full days of discussions and support for their research papers, project proposals and thesis work. The ICT4D-research discussed ranged from IT security for developing countries to civil mobilization with the use of social media. The aim of the workshop was to improve the researchers understanding of the most significant current research issues and share research ideas and practices within various different academic disciplines involved in the field of ICT4D. Another aim was to further strengthen the networking between researchers within ICT4D and we therefore had an informal dinner/BBQ in the evening with many interesting discussions. Our hopes are that these discussions will continue on our new wiki at http://www.humanit.org/PID/wiki/index.php/Main_page

The objective of this special issue of Electronic Government journal is to provide an outlet for publishing original research highlighting current issues related to technical, organizational, managerial and socio-economic aspects of e-Government adoption, evolution, implementation and impact. We seek to invite papers that address various aspects of e-Government projects from a theoretical, conceptual, or empirical perspective to set the stage for future research direction in e-Government. Both quantitative as well as qualitative studies on e-Government from developed and developing countries perspectives will be encouraged.
E-Government is an emerging paradigm to deliver government services to citizens, businesses, and other stakeholders through the use of Internet and information and communication technologies (ICTs). E-Government is an extension of e-business applications to the public sector. Increased adoption and application of e-Government across countries is being propelled by its potential to offer not only a convenient service to citizens but also related benefits such as reduced transaction costs and enhanced operational efficiency. Further, e-Government can help to improve e-Governance. Consequently, e-Government is being increasingly regarded as a panacea for overcoming many of the shortcomings of the traditional government set-up.
Over years, e-Government development has transitioned from cataloging, transaction processing to vertical and horizontal integration in both developed and developing nations. The evolution of e-Government from the informational interfaces of the yester years to the transformational applications of today has in large measures been influenced by many of the contingent environmental factors. The development of e-Government has not been uniform across the world. For example, there are only a few countries like Singapore, Canada and the U.S.A. which lead the e-Government initiatives across the world. Most nations are still struggling with their e-Government programs. Despite their tremendous transformational potential, the evidence about the success of e-Government efforts across various countries is mostly sporadic and diffused. Consequently, the full potential of e-Government remains largely unexploited.
Almost a decade after the first e-Government implementations in the world were initiated, it is an opportune time to reflect on the past and present so that the future of e-Government can be charted out. There is a need to examine issues surrounding e-Government today and challenges for the future. The e-Government evolutionary models of the past may have become redundant in the face of rapidly changing technological options. Some of the suggested topics include, but are not limited to, following topics: • The development and implementation of e-Government. • Frameworks for successful e-Government implementation • Social and economic impacts of e-Government • Effect of socio-economic factors in e-Government implementation and adoption • Cross country comparisons of e-Government projects • E-Government projects in developing countries and developed countries • Enablers and inhibitors of e-Government success • Models of electronic service delivery • Frameworks for e-Government evaluation • E-Government and E-Governance • E-Government readiness of government and citizens across countries • Role of technological and regulatory environment in e-Government implementation • E-Citizen and e-democracy • Emerging e-Government issues • E-government using mobile technologies Submission deadline: June 30, 2009 To submit a paper, please email Dr. Vikas Jain at vjain@ut.edu. ETICA is a European research project funded under the Science in Society 7th Framework (FP7) programme. It will run from April 2009 to May 2011. The main aim of the project is: . to explore which technologies are likely to be dominant in the medium
term future (10 to 15 years)
. to investigate ethical issues they are likely to raise and . to then provide recommendations for governance arrangements suitable to
address such issues.
As part of the ETICA project, there will be two international conferences. The first one at approximately the half-way point will take place in spring 2010. It will be held in conjunction with the ETHICOMP 2010 conference which takes place on Wednesday 14th April to Friday 16th April 2010. The ETICA conference will be a 1-day event which will take place on Tuesday 13th April 2010, a day before the ETHICOMP conference.
The prospect of new and emerging technologies is an exciting one, not least because of the potential developments and improvements they promise to bring to our lives. Enhanced better health, the allure of new forms of friendships, the fight against crime, the potential for better and more accessible education, an improved environment as a result of new technologies; all give a sense of excitement and optimism of what might be. However, this sense of what might be often overshadows the need to critically examine the ethical issues that may result. To explore these issues and because ethical issues of emerging technologies are global and cross-cultural, ETICA is inviting position papers from international scholars with an interest in emerging technologies and their ethical relevance to submit position papers of 3500 words. Papers may cover themes that broadly address but are not limited to the following topics:
Trends in emerging technologies . Current and future technologies . Use of identified emerging technologies . Anticipated impact of emerging technologies . Application areas of emerging technologies . The problem of identifying future developments
Potential ethical issues . Ethical concerns of emerging technologies . Ways of addressing future ethical issues . Values, ethics and morality under conditions of uncertainty

To be held with the 22nd ACM Symposium on Operating Systems Principles (SOSP) Date: 11 October 2009 Place: Big Sky, Montana Information: http://www.dritte.org/nsdr09 Following on two workshops hosted with ACM SIGCOMM in 2007 and 2008, the 3rd Workshop on Networked Systems for Developing Regions (NSDR '09) will provide a venue for researchers to present ideas and results concerning the design, implementation and evaluation of new computing and communications technologies serving developing regions. The decreasing cost and increasing access to information and communication technologies (e.g., mobile phones) are rapidly enabling access to new services and markets for previously disconnected populations. However, due to a variety of factors, including cost, literacy, education, and organizational capacity, conventional approaches to technology design and implementation are often not relevant. Moreover, empirical evidence for the impact of such technologies is largely anecdotal, beyond a few well-known and well-cited examples. Addressing this requires engagement of several disciplines, including but not limited to economics, sociology, anthropology, and political science, and expertise in a variety of application areas – including government, health, finance and agriculture. NSDR focuses on addressing significant technical challenges (e.g., communication infrastructure in rural areas, novel caching techniques for challenged networks, security issues arising in such contexts), and on the deployment and evaluation of novel technologies or applications that address a specific need (e.g. providing remote financial services or health care).

- 3rd International Conference on Sustainability in Higher Education

After five years of the UN Decade 'Education for Sustainable Development' this conference provides the opportunity to critically reflect on what has been achieved so far and which tasks and challenges remain to be addressed. Thus, it seems natural to take stock and consider achievements to date, as well as to identify tasks and challenges and to highlight promising strategies and solutions. The central question remains, what value does integrating questions of sustainability have for teaching and learning in higher education? Education for sustainable development can be an impulse for innovation to advance teaching and learning in higher education, at the same time it requires constant renewal in education for sustainable development itself to meet the manifold challenges. The third international conference - hosted by the UNESCO Chair 'Higher Education for Sustainable Development'in cooperation with the Universiti Sains Malaysia - is asking for the specific implications for higher education, focusing on higher education practice, research and teaching/learning. Locating the regional focus of this year's conference on the Asia-Pacific region will continue the international dimension of the conference and will highlight the intent of cross-cultural dialogue. - The PReCISE Research center of the University of Namur (FUNDP) - Belgium (http://www.fundp.ac.be/en/precise) announces the opening of two research positions in (1) dynamic and intelligent management of Web services communities (http://sapporo.eco.fundp.ac.be/) and (2) semantic interoperability of health data.
The positions are available in the context of a Walloon project E-health (http://www.cetic.be/article798.html, in French) which runs during 3 years. Within this project, the PReCISE Research center is responsible of the management of distributed health services as well as the management of the patient data through different e-health providers. We look for outstanding doctoral dissertations around the globe in the field of information systems that have been completed in the time period from July 1, 2008, to June 30, 2009. The competition is sponsored by SIGMIS, the ACM Special Interest Group on MIS.
Nominations should be submitted no later than 5:00 PM US EDT, July 28, 2009. The candidate’s Ph.D. advisor or department chair should make the nomination. Only one nomination can be made from an institution. www.pitt.edu/~galletta
