Fibre Optics – 2nd seminar on Blended technologies for development
Report from the second seminar on “Blended technologies for development” On Tuesday February 24th 23 IPID members met in Örebro for a seminar on Fibre Optics, Cables and Broadband opportunities for developing countries. Professor Björn Pehrsson from KTH shared his knowledge and experiences from Africa with IPID members from Örebro University, Stockholm University, KTH, Göteborg University and Jönköping University – all in all representing 12 different countries. Topics of the day were network technologies; how to build networks, computer system architecture, typologies, how optical fibre is becoming cheap; and also market considerations, ownership, corruption and so forth.
Discussions drew on Björn´s experiences from Africa which were further enriched by all participants experiences. After three hours of vivid discussions and learning we continued the conversation over a long lunch. We were all very satisfied with the day and feel that we now know more about challenges and opportunities for building networks in developing countries.

- ICT Development Index (IDI)
ITU’s new ICT Development Index (IDI) compares developments in information and communication technologies (ICT) in 154 countries over a five-year period from 2002 to 2007. The Index combines 11 indicators into a single measure that can be used as a benchmarking tool globally, regionally and at the country level. “Factors Affecting Information Communication Technologies Usage and Satisfaction: Perspective from Instant Messaging in Kuwait” Kamel Rouibah, Kuwait University, Kuwait Hosni Hamdy, Kuwait University, Kuwait Instant messaging (IM) technology has received extensive focus in the West while there is lack of knowledge of it in the Arab world. This study aims to shed light on factors affecting IM usage and user satisfaction in an Arab country (Kuwait). This study develops a theoretical model that is based on three well-known models. This model includes curiosity, compatibility, perceived usefulness and perceived ease of use, and individual characteristics in the form of prior similar experience. The proposed model was tested using survey data from 609 students. This study contributes to the literature on technology adoption in the Arab word and aids educational institutions and companies to understand the social and technical nature of users' attitudes with regard to ICT adoption and satisfaction. “Factors Influencing SME Compliance with Government Regulation on Use of IT: The Case of South Africa” Michael Kyobe, University of Cape Town, South Africa This study investigates the factors influencing SME compliance with regulation on use of IT in South Africa. The researcher argues that these consist of a combination of business, industry, economic, technological, sociological, and psychological factors. The author hopes that this research-based evidence will provide better understanding of SME compliance behaviors and guide the development of appropriate solutions to compliance challenges in organizations. “The Contingent Role of Innovation between IT Management Sophistication and Strategic Alignment “ Leelien Ken Huang, Feng Chia University, Taichung, Taiwan To provide deeper insight into IT managerial adaptive processes considered in strategic alignment mechanisms, the author proposes using a contingency theory and discusses the degree to which IT management sophistication contributes to a company's success. The research model used was generic for foreign companies' strategic behavior because based on contingency theory, these companies make dynamic adaptations toward their particular environment for a competitive IT-based innovation. “Acceptability of ATM and Transit Applications Embedded in Multipurpose Smart Identity Card: An Exploratory Study in Malaysia” Paul H.P. Yeow, Multimedia University, Malaysia W.H. Loo, Multimedia University, Malaysia This article investigates the acceptance of automated teller machine (ATM) and transit applications (Touch 'n Go) embedded in a Malaysian multipurpose smart identity card named MyKad. A research framework was developed based on the UTAUT model. Five hundred questionnaires were distributed, and the data is analyzed using descriptive and inferential statistics. “Digital Disempowerment in a Network Society” Kenneth L. Hacker, New Mexico State University, USA Shana M. Mason, New Mexico State University, USA Eric L. Morgan, New Mexico State University, USA This article examines how inequalities of participation in network society governmental systems affect the extent of individuals that are empowered or disempowered within those systems. By using published data in conjunction with theories of communication, a critical secondary data analysis is conducted. This critical analysis argues that the digital divide involves issues concerning how democracy and democratization are related to computer-mediated communication (CMC) and its role in political communication. As the roles of CMC/ICT systems expand in political communication, existing digital divide gaps are likely to contribute to structural inequalities in political participation. These inequalities work against democracy and political empowerment for some people while at the same time produce expanded opportunities of political participation for others. This raises concerns about who benefits the most from electronic government in emerging network societies. “An Extended Risk Assessment Model for Secure E-Government Projects” Dionysis Kefallinos, National Technical University of Athens, Greece Maria A. Sykas, National Technical University of Athens, Greece In this article, the authors propose a model for a risk assessment tool directed towards and tailored specifically for e-government projects. The goal is to cover particular threats pertinent to the e-government project context and provide an interface between the broader philosophy of IT governance frameworks and the technical risk assessment methodologies, thus aiding in the successful and secure implementation and operation of e-government infrastructures. The model incorporates a wide range of applicable risk factors and seven accompanying dimensions assembled into a checklist-like matrix with an application algorithm and associated indices. This special issue of the Journal of Electronic Commerce in Organizations (JECO) focuses on the question, "Are there special e-commerce ethics?" The editors believe this examination is important as, in addition to the factors which make ethical and legal issues on the Internet more complex, the Internet itself presents ethical issues that are distinct from those presented by traditional business activities (Spinello, 2006). The six papers that comprise this special edition examine this topic in a broad fashion. It is the hope of the editors that these articles will encourage examination of ethical issues related to e-commerce from a variety of perspectives with the ultimate aim of building robust theory regarding a global standard of e-commerce ethics to guide practice.

Special Issue on Technological Innovation: Paper 3: “The Role of a Modified Technology Acceptance Model in Explaining Internet Usage in Higher Education in Thailand” Napaporn Kripanont, Kasetsart University Thailand Arthur Tatnall, Victoria University, Australia This article describes research which modeled adoption of Internet technology by academics in business schools at public universities in Thailand. This article reviews prominent theories of technology acceptance. Formulation of the research model was based mainly on TAM and its derivatives. Survey methodology was used to collect primary data from academics in Thailand and the survey yielded 455 usable questionnaires. Analysis was performed using Structural Equation Modeling. The study generated a research model: 'The Internet Acceptance Model' which demonstrates that only perceived usefulness, perceived ease of use and self-efficacy significantly influences actual usage behavior. Paper 4: “E-Banking Diffusion in the Jordanian Banking Services Sector: An Empirical Analysis of Key Factors” Ali Alawneh, Arab Academy for Banking and Financial Sciences, Jordan Ezz Hattab, Arab Academy for Banking and Financial Sciences, Jordan Grounded in the technology-organization-environment (TOE) framework, the authors develop an extended model to examine factors, particularly technological, organizational and environmental factors, which influence e-banking adoption in Jordanian banks. This article added some constructs to (TOE) framework. Our empirical analysis demonstrates several key findings related to the technological, organizational, and environmental aspects of the banks. This article will help further understanding of their role in the adoption of e-banking and examines the impacts of e-banking usage on banks' performance in terms of sales-services-marketing, internal operations and coordination and communication. - The Ericsson Research Foundation
The Ericsson Research Foundation hereby opens up for the application of grants for year 2009. The foundation was created May 5, 1946, to honor Ericsson's founder Lars Magnus Ericsson, on the 100th anniversary of his birth. Its purpose is to promote scientific research by giving grants to scientists and MSc students, who wants to do research in Electrical Engineering, in a wide sense that is of interest to Ericsson. "Research" is normally defined as "MSc thesis and above". Grants are sometimes given to students who want to do their MSc thesis abroad, very seldom for studies or other activities before that level. Most grants go to PhD students and doctors. The amount of the grants varies between SEK 15 000 and SEK 50 000. The total dividend amount is around SEK 500 000. The grants have usually been intended as partial financing of a research visit to a foreign university or for participation in a conference. The application should consist of a half page summary and a description of what the grant is going to be used for, including a short budget. Please also include your curriculum vitae and other relevant information such as recommendation letters, invitation from the host research environment etc. Your application should be sent to the foundation no later than March 20, 2009. Has this changed? 2 weeks, starting March 2, 2009 2) Explain your favorite ICTD evaluation model (and why) in 1 minute (alternatively, explain/critique your least favorite model). 2 weeks, starting March 16, 2009 3) Academic studies reflect communities’ ICTD needs and uses, however: top-down, deductive, blueprint evaluation measures impact but is not truthful; bottom-up, inductive, process evaluation is truthful but does not measure impact. 2 weeks, starting March 30, 2009 The panel at Doha will bring in key elements of the online discussion for a 90 minute, lively debate moderated by Ricardo Gomez, on April 16, 2009.
