  • IPID 4th Annual Conference 2009

11th-12th September 2009

Call for Papers and Themes The 2009 Annual Conference of the International Network for Postgraduate Students in the Area of ICT4D will be held at Royal Holloway, University of London on 11th and 12th September 2009, hosted by the ICT4D Collective and UNESCO Chair in ICT4D (http://www.ict4d.org.uk).

Conference format

In line with previous IPID events, the conference is intended to be informal. Its main purpose is twofold: • To let postgraduate students present short papers about their research in a supportive environment where they can gain positive feedback from other participants; and

• To provide an opportunity to discuss key themes of interest to ICT4D postgraduates. The conference organisers would be pleased to hear from potential participants about the themes they would like to have discussed.

Registration and conference fee

To register for the conference and submit offers of papers and topics for themed discussions, please complete the registration form now available at http://www.humanit.org/PID/wiki/index.php/ICT4D_Symposium_2009:_Registration. All enquiries should be directed to Uduak Okon (u.akpan-okon@rhul.ac.uk). A fee of £20 will be charged to cover lunches, refreshments and materials.

Travel and Accommodation

The conference will be held at the splendid Royal Holloway, University of London campus, which is situated only 15 minutes from London’s Heathrow Airport, and 40 minutes by train from central London. Limited bed and breakfast accommodation in the Founder’s Building in single rooms with shared facilities is available on campus (at £28.70 a head B&B). Delegates preferring to make their own arrangements can avail themselves of a range of local bed and breakfast establishments and more expensive hotels in the vicinity.

Paper presentations and themed discussions In order to maximise the number of presentations, each will be limited to a maximum of 15 minutes including questions. If more than 32 offers of papers are received, we will run parallel sessions.

It is envisaged that there will be 8 themed discussions on aspects of ICT4D research practice. These will run in parallel, so that smaller group interaction will be possible. Suggested themes include:

• Managing your supervisor

• Being multidisciplinary

• Combining theory and practice

• Writing ICT4D

• Working in partnership

We welcome other suggested topics for themed discussion.

Workshop team

Members of the ICT4D Collective with prime responsibility for delivering the conference will be Tim Unwin and Uduak Okon. Other colleagues involved in managing the event will be David Hollow, Ugo Vallauri and Win Tun. Gudrun Wicander, Annika Andersson, Mathias Hatakka, Ismael Peña-López and Marcus Duveskog from IPID will also be assisting with the conference preparations.

  • Report from IPID course - “Blended technologies for development”

IPID has now finished this spring’s series of courses on “Blended technologies for development”. The aim of the course was give all students interested in ICT4D some hands-on experience and practical information about which technologies can be used for development. We considered it important to introduce students to a variety of different technologies in order for them to not by default conduct research or take action with only one technology in mind. The technologies covered this spring were mobile communication, satellite communication and broadband/fibre optics. Some 30 different students participated from Örebro University, Stockholm University, Royal Institute of Technology, Göteborg University, Jönköping International Business School, Uppsala University and Blekinge Institute of Technology.

The seminar on mobile technologies for development was arranged by Ericsson who shared their view on what is happening in the field of M4D, and informed us about what actions they are taking in regards to environmental-friendly solutions. We were also physically introduced to different solutions for base-stations, antennas and power supplies. The second seminar on fibre optics, cables and broadband opportunities for developing countries was arranged by Professor Björn Pehrsson from KTH who shared his knowledge and experiences from Africa. Main topic of the day was challenges and opportunities for building networks in developing countries – a discussion that was further enriched by all participants’ experiences. The third seminar on satellite communication was arranged by the consultant Olavi Trydhed who shared his knowledge and expertise on the potentials for satellite communication within developing and under-developing regions. Topics of the day were different types of satellite communication, their bandwidth cost and comparisons to other contemporary technologies.

Special Issue entitled, “Trust and Information and Communication Technologies and Development.” Guest Editors: Renee Kuriyan, Intel Research; Kathi Kitner, Intel Research; Jerry Watkins, Swinburne University.

The objective of this special issue is to discuss the role of trust in accessing Information and Communication Technologies (ICTs). Research in ICT and Development (ICTD) focuses on the role of ICTs in promoting socio-economic development. ICTD projects include a variety of development domains such as (but not limited to) financial services for the poor, e-governance, health, agriculture, enterprise, and poverty alleviation. There is a large body of literature on the topic of trust as a property of relations between different social actors (institutions, individuals). Trust can be thought of as the expectations or perceptions that people have of one another, and of the institutions with which they interact. Trust can be examined at several levels including interpersonal relations between individuals, as well as relations between individuals and institutions like businesses, political parties, and governments (such as trust in institutional arrangements). Trust is often discussed in relation to ICT interventions, particularly in transactions between individuals, governments and entrepreneurs that rely upon information and communications technologies. Scholarship has shown that interpersonal trust between customers and agents/entrepreneurs in particular ICT facilitated projects (such as mobile banking or telecenters) can be weak, while institutional relations between citizens and larger organizations such as the government or large businesses are stronger. There are a variety of perspectives on the role of trust in relation to ICTs and a growing literature on the topic.

This special issue will provide a forum for both academic researchers and practitioners interested in broadening and deepening the understanding of the concept of trust in relation to ICTs. The purpose of this special issue is to widen the debate surrounding trust and the social actors involved in ICT interventions. The role of the human intermediary has been identified as extremely important by most studies on telecentres. The goal is to shift the focus from simplistic notions that trust in intermediaries guarantee project success to critical understandings of trust in systems and projects, motivations and incentives of social actors, and the variable roles of intermediaries and institutions in service provision. For this special issue, we welcome work that explores the complex issue of trust in engagement with ICTs. Research employing innovative research methods will be especially welcome. Papers considering the role of trust through the lens of project assessment, policy, impact, critiques and social issues around ICTD will be considered. What role does trust play in the sustainability of ICTD projects? How do intermediaries shape citizens’ perceptions and trust in ICTD services? How does trust in institutions differ than interpersonal relations in accessing ICT services? Will communities trust intermediaries for providing multiple services including those previously provided by other sources and institutions?

Masters and Doctoral Research Symposium:

SAICSIT'09 offers a unique opportunity for postgraduate students at Masters and Doctoral levels to actively engage with knowledgeable and experienced researchers on the first day of the conference (12th October). Successful students will be required to present their research during the dedicated sessions, and will also be required to display their work by means of a poster for the duration of the conference.

Scholarship for Best Paper from African Countries other than South Africa: The SAICSIT Council has made an amount of money available to support scholars from African countries, other than South African, who come to the conference. The scholarship will support partially or in full the attendance of one or more delegates (funding permitting) including airfare and conference costs. The award will be recommended by the Programme Committee on the basis of the quality of papers submitted to the SAICSIT Conference. There is no application procedure: the programme committee will rank all the papers submitted to the SAICSIT Conference and make a recommendation on this basis. Only researchers who submit a paper will be eligible for the award.

The aim is to increase awareness of our students of the integral role Computing and computing related fields ( IT , IS , ICT) has on these topics. [edit] OPEN POSITIONS

  • The Centre for Applied ICT Copenhagen

The Centre for Applied ICT invites applications for a PhD scholarship, which will be associated with the large “Third Generation Enterprise Resource Planning Systems” project (www.3gerp.org), with more than twenty researchers. This is carried out in close collaboration with Microsoft Development Centre in Copenhagen. Recipient of the PhD scholarship will receive a remuneration of approximately € 3,500 per month for three years (see details below). The PhD scholarship is within the area of defining requirements for the next generation of standard ERP-systems, which need to cater for many countries and many industry verticals. It is expected that the PhD is providing research based innovations for the future generations of ERP systems. For the scholarships, the department will give priority to applicants who demonstrate competencies within empirical work and theory development within ERP-systems, as well as show an interest in functioning in collaboration with Microsoft.

Center for Applied ICT is one of the largest research centers at Copenhagen Business School (CBS) with a portfolio of research projects that exceed 70 million DKK of which 20 million DKK are grants dedicated to research at the center.   • INFORMATION TECHNOLOGY AND ENTREPRENEURSHIP IN EAST AFRICA - Internship Opportunities

The eastern African coast will be connected to undersea fiber optic cable by July 2009. The cables will be complemented next year with the launching of a series of satellites that will high speed connectivity to anywhere in tropical Africa. These are the largest infrastructure investments in the region since the construction of colonial railways.

The advent of ubiquitous broadband capacity will create a wide range business opportunities related to the growth in markets for access devices, software applications and digital content. These opportunities, however, will not occur automatically and will require additional effort in building up the region’s entrepreneurial competence.

To address the challenge, the KCA University (KCAU) and the Victoria Institute of Science and Technology (VIST) and have signed an agreement to work together to help build up entrepreneurial capacity in Kenya. The focus of the partnership will be on how to take advantage of the high speed internet to promote the creation of new technology-based enterprises. KCAU and VIST are seeking post-graduate interns who can contribute to the process by: (a) identifying new broadband-based business opportunities; (b) proposing new models that are adaptable to the Africa situation; (c) serving as teaching assistants to KCAU professors and VIST associates; (d) developing teaching modules in entrepreneurial education; (e) mentoring young Kenyans in technology-based entrepreneurship; and (f) undertaking any other activities that promote the creation of technology-based enterprises. The interns will work under the guidance of KCAU faculty and will be based in Nairobi or other KCAU locations. KCAU and VIST will provide the logistical support needed on the ground but the interns will be responsible to provide their own funding.

Where possible, KCAU and VIST will provide contacts for possible home stays but will not cover any related costs. KCAU and VIST will facilitate access to key contacts in Kenya and promote the necessary professional networking. Ideal candidates for internships are postgraduate students with strong background or interest in technology-based enterprise development in emerging markets.

  • Serial Hanging Out in Mongolia: Information, Design & Global

Abstract

Many global health disparities persist not from a lack of technical solutions, but from an inability to effectively implement existing measures. While financing and human resources are critical concerns, so too is the need to better understand and adapt to the people who execute and benefit from these solutions. There is a significant opportunity here for applied ethnographic methods from design (design research) to examine the norms, knowledge, and needs of these individuals and groups.

Despite interest in such an approach by organizations such as PATH, The World Bank, and the Bill and Melinda Gates Foundation, we still have a limited understanding of design research methods in the context of global health and development.

This dissertation aims to improve our understanding of these methods. It is a case study of a design research project examining the information management practices of "bagiin emch", nomadic health workers in rural Mongolia. The design research was conducted between June 2006 and August 2008 in Mongolia in cooperation with the Ministry of Health and the Asian Development Bank's Second Health Sector Development Program (HSDP-2). Although study participants included bagiin emch who received handheld computers from HSDP-2, the emphasis of this research was not on technology, but on innovation - the development and adoption of new information management solutions.

The primary field method was serial hanging out: multi-day, design-oriented participant observation. Serial hanging out is a novel approach to design research well suited to global health, so the contextual examination of the method is a primary contribution of this dissertation. The dissertation also operationalizes theoretical saturation for participant observation, providing empirically-based guidance for sample sizes, as had only been done for semi-structured interviews (reproductive health research) and focus groups (market research) prior to this study. This dissertation demonstrates how these methods achieve a richer understanding of people and phenomena, and how that is relevant to improving population health. At the same time, the dissertation explores how to use these methods most effectively, including an examination of design research capacity-building.

Jaspal S. Sandhu works to support and facilitate global health innovation, with a primary focus on services and technology to improve population health. In addition to his dissertation fieldwork as a Fulbright scholar in Mongolia, he has collaborated on public health projects in India, Guatemala, Kenya, Uganda, and the United States. In industry he has worked for Nokia and Intel. He holds a Ph.D. from the University of California, Berkeley, and an M.S. and B.S. from the Massachusetts Institute of Technology. He speaks Mongolian, Punjabi, Spanish, English, and a bit of Russian.

  • ECREA

The European Communication Research and Education Association (ECREA) was established in November 2005 at the First European Communication Conference in Amsterdam (the Netherlands). In the years after the 2005 conference the organization saw its membership spectacularly increase, reaching the 1500 members mark in 2009.

ECREA's main objectives are: to provide forums for researchers and others involved in communication and information research in order for them to meet and exchange information; to stimulate research; and to promote the interests of communication research(ers), including young scholars. After its establishment in November 2005, ECREA continued the tradition of the European Communication Conferences, and organized the Second European Communication Conference (the ECC08) in Barcelona (25-28 November 2008), in close collaboration with the Communication Sciences Faculty at the UAB and the Communication Institute (InCom-UAB). Here, about 1000 participants of 40 countries attended the conference with its 119 parallel paper and poster panels. ECREA's 15 sections and 2 networks (including the young scholars network YECREA) played a crucial role in organizing these ECC08 panels. Obviously, the section and network activities were not limited to the ECC08. Together they organized 10 workshops in 2007, with the Brussels symposium Equal opportunities and communication rights:

Representation, participation, and the European democratic deficit (11-12 October 2007) as one of the most prominent examples. The sections and networks have now just organized another set of 18 workshops (for 2009) and they will again play a key role in the Third European Communication Conference (ECC10) which will be held in Hamburg (Germany) on 12-15 October 2010, hosted by the Hans Bredow Institute for Media Research.

In the past years, ECREA has also deployed a number of other activities. In collaboration with the University of Tartu and a consortium of 22 partner universities, ECREA for instance organizes a yearly summer school, which aims to provide a supportive international setting where doctoral students can present their ongoing work and meet students and academics from other countries, establishing valuable contacts for the future. ECREA also continued the ECCR book series, and opened it up to the ECREA membership through a yearly call. Theory and Practices on Gender and Media (2010) exemplify the success of this book series. The campaign will make use of old cell phones in the US to provide phones for clinics and healthcare workers in the developing world.

Cell phones are valuable tools in the battle to reduce disease and illness. The field of mHealth - the provision and coordination of health-related services via mobile communications - is blossoming in response to a global shortage of healthcare workers and the demonstrated impact made by simple, mobile tools. HopePhones.org allows donors to print a free shipping label and send their old phone in to The Wireless Source, a global leader in wireless device recycling. The phone’s value allows FrontlineSMS:Medic to purchase usable, recycled cell phones for healthcare workers.

FrontlineSMS:Medic is an nonprofit organization advancing rural healthcare networks in the developing world through the implementation of sustainable, appropriate technologies delivered through mobile phones. Its first pilot project distributed cell phones to community health workers in 100 rural villages in Malawi, saving thousands of dollars in travel and hospital costs and doubling the number of patients treated for tuberculosis in the catchment area. Stories about FrontlineSMS: Medic projects have been featured in CNN, Discovery Channel news, the BBC, The Guardian, PC World and Reuters.

The organization uses FrontlineSMS, a free, open-source software program that enables large-scale, two-way text messaging using only a laptop, a GSM modem, and cell phones. Their pilot implementation model places a laptop running FrontlineSMS in a central clinic and distributes cell phones to healthcare workers to coordinate care with patients in peripheral villages. Their programs currently serve 1.2 million patients in Malawi and Uganda. Future development of the FrontlineSMS:Medic platform will encompass electronic medical records and diagnostics at the point of care.

Coupled with free, open-source software, the hardware provided through Hope Phones will scale mHealth initiatives, connecting thousands of clinics worldwide to remote healthcare workers and patients.
